  • Successful Reform Hinges upon Proper Institutional Arrangements

    金碚;

    <正>Both the 18th Congress of the Communist Party of China(CPC)and the subsequent Central Economic Working Conference highlighted China's commitment to continued reform.This commitment is in line with the desires of the citizens and China's goal of building an advanced society.Whether the reform can achieve its expected results,however,is dependent upon the design and effectiveness of the reform mechanism.

  • Wage Levels of Rural Migrant Workers in China during 1979-2010:Estimates and Trends

    卢峰;

    Studies on long-term wage levels of rural migrant workers are rarely found in relevant literature.On the basis of systematic collection of statistical data,this paper gives a quantitative estimation of the wage level of rural migrant workers in China and its evolution following pro market reforms since 1978.Results indicate that over the past 30 years,the nominal monetary wage of migrant workers maintained a 10%average annual increase.Real wage levels adjusted by the consumer price index(CPI) experienced three stages of evolution:initially,migrant workers earned a higher average monetary salary than formal employees,whereas this situation reversed in later stages.

  • A Study of How Market Entry and Exit Matter for Productivity in China's 426 Industries

    李平;简泽;江飞涛;

    Based on extensive micro data sets,this paper examines the relationship among large-scale entry and exit,competition and total factor productivity(TFP) growth of China's industry during economic transition and market opening.We have arrived at these findings:market opening spurs entry and exit of large numbers of non-state-owned enterprises(non-SOEs) and facilitates dynamic competition;through the stimulation effect of competition,entry and exit push TFP growth on the part of enterprises;through the resource reallocation effect,entry and exit promote growth of the aggregate TFP.However,results indicate that the resource allocation efficiency remains very low in capital-intensive industries where the government intervenes a lot.To conclude,promoting open competition is significant to the growth of industrial sectors' productivity.

  • The Core Driver of China's Economic Growth:An Analysis Based on Cross-Region Spillover Effects of Factors

    丁志国;赵宣凯;苏治;

    China's recent economic slowdown has provoked academic discussion on what the core driver should be to ensure sustainable and healthy economic growth.To answer this question,it is essential to analyze the resources allocation efficiency.Using the newly-developed spatial panel data model,this paper studies not only the direct effect of resources allocation on local economies,but also the spillover effects on the economies in other regions.We are then able to assess the actual effects of resource factors on China's economic growth,including labor force,fixed-asset investment(FAI) and technical progress.The conclusions are:1) during the past 13 years,the labor force has had an insignificant effect on all the three industries;2) FAI has produced a prominent positive direct effect on secondary industry,but accompanied with even severer negative spillover effects which outweigh the positive ones;however,FAI has had significant direct and total effect on the tertiary industry;3) technical progress has significant effects on all the three industries.Therefore,the labor force is not the core driver of China's economic growth,and the demographic dividend is an invalid explanation for China s economic growth.Instead,fixed-asset investment remains the powerhouse of China s economic growth,not in the secondary industry but in the tertiary industry.All in all,technical progress is the core driver for healthy economic growth as well as the inevitable path to industrial upgrading in China.

  • Determinants of U.S.Anti-Dumping Actions against Chinese Products:A Study Based on Analysis of Case-Involved and Extended Samples

    沈国兵;

    Is the revealed comparative advantage(RCA) the curse to Chinese products suffering from U.S.anti-dumping(AD) actions? This paper carries out studies by sampling 97 products involved in U.S.AD cases against China and 395 kinds of tendigit products uninvolved in cases.The findings are that:(1) Statistical analysis of caseinvolved samples indicates that the U.S.AD actions against China mostly focus on Chinese products possessing strong RCA in the U.S.market;inflicted by U.S.AD actions,35 case-involved Chinese products still maintain strong RCA,whereas 27 ones lose the advantage in the U.S.market.(2) After extending the samples by introducing 395 kinds of products uninvolved in AD cases,two estimation methods verify that the impacts of all factors influencing the probability of U.S.AD actions against China become smaller,showing that the bias in selecting samples is avoided.Relatively,the U.S.trade deficit with China accrued through Chinese products is the most important determinant and the direct reason for the award of industry injury and the issuing of AD orders by the U.S.International Trade Commission(ITC).RCA is only one of the influencing factors but not the curse to Chinese products suffering from U.S.AD actions.Other influencing factors include slower industrial production growth and rising unemployment in the U.S.The U.S.subprime mortgage crisis is another important influencing factor.

  • Empirical Analysis of Chinese Industries' International Competitiveness after China's WTO Entry

    李钢;刘吉超;

    Based on recent statistical data,this paper presents an empirical analysis on the current status and evolution of international competitiveness of Chinese industries after China s accession a decade ago into the World Trade Organization(WTO).Our findings conclude that international competiveness of Chinese industries has increased during the decade.Although comparative advantage of traditional labor-intensive industries is on the decline and that of technology- and capital-intensive industries is on the rise,labor-intensive industries remain the most advantageous.Competitive advantages of labor-,technology- and capital-intensive industries have all improved.Growing competitive advantage of Chinese manufacturing is a major force behind the international competiveness of Chinese industries,and traditional labor-intensive industries maintain strong international competiveness.Meanwhile,rapid developments of some technology- and capital-intensive industries have strengthened the international competiveness of Chinese industries.China is now on the eve of a second round of rapid improvement in its industrial international competitiveness.In the short- and medium-term,acquiring "market economy status" in 2016 will further release advantages of Chinese industries.Further over the next two decades,China will usher in a new era of strategic opportunities which will serve as an additional source of sustainable improvement in its industrial international competiveness.

  • Gini Coefficients in China's Provincial-Level Regions during1995-2010:Patterns and Analysis

    田卫民;

    This paper calculates the urban,rural and general Gini coefficients(hereinafter referred to as GC) of household income in 27 provinces,municipalities and autonomous regions of China between 1995 and 2010 using GC calculation formulas.After calculating the GCs,this paper analyzes their trends using density function estimation in nonparametric econometrics.The results show that the GCs of household income in provincial regions tend to rise from coastal regions to inland regions.In other words,the GCs of household income in the regions tend to rise from the east to the west and they appear to be concentrated and region-specific.A discriminate analysis of economic growth and income distribution in the provincial regions by income level and GC also shows a regional characteristic,consistent with the division of eastern,central and western China and that as one analyzes household income from the east to the west,income distribution becomes more unequal and income level becomes lower.

  • Complementarity of China-Africa Agricultural Products Trade:Trends and Challenges

    杨军;杨文倩;李明;王晓兵;

    The Chinese Government attaches great importance to China-Africa agricultural cooperation and trade,and has adopted a series of measures to promote bilateral trade in agricultural products.This paper analyzes the trends and characteristics of China-Africa trade in agricultural products by using trade statistics,the Revealed Comparative Advantage(RCA) index and the Trade Compensation Index(TCI).Our findings suggest that the bilateral trade in agricultural products is adjusting to reflect the bilateral comparative advantage.However,China-Africa trade also faces enormous challenges,which reveals itself in a low level of complementarity.Meanwhile,the trade complementarity has failed to improve despite rapid growth of the bilateral trade in agricultural products.Based on the findings,the authors propose the need to further strengthen China-Africa cooperation and information sharing in agriculture to take full advantage of market opportunities and resource advantages.

  • When and How the East-West Great Divergence Took Place:A Review from the Perspective of Technological Capability in Machine Tool Industry

    彭南生;严鹏;

    Kenneth Pomeranz and other members of the California School hold that China has lagged behind the West mainly because of the geographical distribution of its mineral resources.They emphasize that the Great Divergence between the East and the West began in very late 1800 s.However,the emergence of steam engine,the symbol of the Industrial Revolution,is based on the technology accumulation and inheritance of machine tool industry in 16~(th) century Western Europe.In contrast,China in the Ming Dynasty did not have similar machine tool technologies and even when such Western technologies were introduced to China in the late Ming Dynasty—along with clocks and firearms- they were not successfully grafted into Chinese technology tradition.Therefore,China lacked both the key technologies required for an Industrial Revolution and the capability to develop related technologies.The Great Divergence between the East and the West started in the 16 th century and the West's technological capability in the heavy industry is the very advantage that brought it ahead of China.

  • The Interactions among Housing Price,Inflation and Monetary Policy in China:Facts and Implications

    徐忠;张雪春;邹传伟;

    As a transition economy,China has unique characteristics regarding housing price,inflation and monetary policies.In addition to supply and demand powers,China's housing price is affected by demographic structure,fiscal system and land supply system.Using China's statistics from 2005 to 2011,this paper found empirically that(1) liquidity has a significant impact on China s housing prices and inflation;(2) China's negative real interest rate has pushed up housing price;(3) price-related instrument of monetary policy can curb housing price and is more effective than control of money supply.
