  • China's Experience in Rural Poverty Reduction:Jobs from Industrialization and Urbanization to Increase Rural Household Income

    This paper makes an appraisal of the successful experience of China,a country with the largest agricultural population in the world,in the reduction of rural poverty.We conclude that it is an indispensible strategy to give priority to the development of urban sectors to promote economic growth and reduce rural poverty,and that the development of low value-added agriculture yields few,if any,benefits in decreasing rural poverty.By first adopting urban-biased policies and promoting industrialization,China has created new sources of economic growth and urban employment opportunities to absorb the surplus rural workforce.Entering labor-intensive industrial sectors for higher incomes has thus become a critical avenue for the rural poor to benefit from economic growth and escape poverty.

  • Research on Cultivating Dynamic Comparative Advantages of Chinese Industries

    This paper theoretically analyzes the lock-in mechanism of labor division for developing countries when they stick to static comparative advantages and the internal mechanism of cultivating dynamic comparative advantages.Through empirical analysis,this paper finds that China,while sharing the benefits of globalization,showcases the lock-in effect regarding its status in the international labor division chain.The analysis finds that in its participation in globalization,the net barter terms of trade(NBTT) and factorial terms of trade for China are deteriorating,and the income terms of trade are seriously overvalued,resulting in a series of contradictions,such as scanty returns for enterprises,slow income growth,increasing trade frictions,and intensified environmental and resource pressures.The paper analyzes rapidly changing factors in China's comparative advantages and characteristics of the changes in industries where China possesses comparative advantages.According to changes in different types of industries at different stages,this paper puts forward suggestions on direction and policies for cultivating dynamic comparative advantages.

  • Has the Lewisian Turning Point Arrived in China?——An Empirical Study of China's Dual Economy Transition in Labor Market Based on Data of 284 Cities

    Labor shortage and the rise of wages in China have generated heated debate on the arrival of the Lewisian Turning Point.Based on an empirical study of macroeconomic data for 284 prefecture-level cities,this paper argues that the dual economy transition in China involves the coexistence of urbanization,industrialization and open economy.However,China has not yet arrived at the Lewisian Turning Point,because wage gaps between different industries and regions still exist and surplus labor is still being attracted to the labor-intensive manufacturing and tertiary industries in the eastern provinces.External economic shock and the mismatch between industrialization and urbanization are the primary causes of the coexistence of labor surplus and labor shortage.

  • Examining the Impacts of China's Aging Population on Its Labor Supply from the Labor Quality Perspective

    On the basis of sufficient considerations to the attributes of China's development and uniqueness of population aging,this paper examines the overall impacts of China's population aging on labor supply in the four aspects of education level,skill level,work intensity and the share of working age population.Results indicate that despite the irreversibility in the decline of labor supply under the effect of intensifying degrees of population aging in the long run,this tendency will be weakened or slowed down by the improvement in labor quality.It is expected that China's real labor supply will not encounter a significant turning point by 2027,which is 12 years later than the occurrence of decline in nominal labor supply measured by labor quantity.

  • Why Does China's Labor Income Share Tend to Decline?——From the Perspective of Population Age Structure Change

    Using a theoretical model,this article concludes that age structures influence people's propensity to save and thereby influence their capital intensity.In the context that capital and labor are in a substitutional relation,increased capital intensity may lead to a drop of labor income share.We perform empirical research with provincial-level data from1990 to 2007 and have proved that the rising of the old dependency ratio and the decrease of the children dependency rate both contribute to the fall of labor income share.This assumption still holds true after the authors control the influences of other potential factors that may influence labor income share

  • Chinese Urbanization:Achievements and Prospects to Be Pursued

    This paper systematically reviews the different stages of China's urbanization process since 1949,its achievements and problems it faces.It offers in-depth discussion on the trends of Chinese urbanization,i.e.maintaining rapid growth;making small and medium- sized cities the main driver in development;and focusing on central and western China as the major areas to be urbanized.This paper analyzes new-type urbanization for instance to set up comprehensive urban system that meets the requirements of having a high urbanization level,such as focusing on developing medium-sized cities of one to two million people,using city clusters to encourage population concentration and following an urban construction model that is intensive and compact;and finally this paper proposes policy suggestions for boosting the healthy development of new-type urbanization,including reforming current models for urban-rural governance and establishing development zones,reactivating the normal process of creating cities,and establishing and improving relevant policy systems.

  • A Comparative Study of Workplace Environment against Industrialization Stage and Income Level

    This paper explores the improvement of the workplace environment in the context of industrialization evolution by comparing statistics from China,the U.S.,Japan and other nations at various levels of economic development.The study reveals that,compared either with the U.S.and Japan at similar stages of industrialization or many developing and developed nations at different income levels,China has certain advantages when it comes to the improvement of its workplace environment.This report concludes that China is not a country with low labor standards,as is widely accepted.

  • RMB Appreciation,Corporate Behavior and Export Trade:An Empirical Study Based on A Large Sample of Firm-Level Data during 2005-2009

    This paper sets up a simplified dynamic discrete selection model to analyze two-stage decision of corporate export behavior and influence of exchange rate under the framework of profit maximization.Then we adopt Heckman selection model to estimate general effects and structural effects of RMB appreciation on export based on the sample data of China Industrial Enterprises from 2005 to 2009.Findings reveal that RMB appreciation has exerted a significant negative impact to corporate export through extensive margins and intensive margins.Meanwhile,due to different corporate strategies of heterogeneous enterprises,RMB appreciation cannot achieve the expected effect of "survival of the fittest" and is instead unfavorable to the optimization of export structure.RMB appreciation drives industry structure of export to evolve towards advanced levels to a certain extent.However,such a positive effect mainly derives from the contribution of foreign-funded enterprises while restricting development space of indigenous firms in the sector of advanced manufacturing.

  • Path toward Environment-Friendly Industrialization:A Survey on the Practice of Xixia County

    Whether industrialization and environmental protection can coexist has always been controversial theoretical question.On this topic,the protected watershed area of Xixia County provides an interesting case study.91%of Xixia County's 3,157 square kilometers,which belongs to Nanyang City of Henan Province and is located in the protected water source area of the country s South-to-North Water Diversion Project,is designated water source protection zones.Driven by the need to protect these resources,Xixia County has made remarkable achievements in the field of environmental protection.Simultaneously,the county's economy has also made significant progress.In addition to its favorable geography and natural resources,Xixia County derives its successful environmental protection practices from the following factors:first,a series of environmental protection policies issued by the central government;second,Xixia County s emphasis on environmental protection;and third,local businesses' efforts to protect the environment.Xixia's experience has demonstrated that environmental protection can be successfully balanced with economic development when local industrial development generates resources that contribute to favorable environmental programs.
