  • How China's Fiscal Policy Contributes to Investment and Economic Growth:Experience and Lessons

    This paper(1)discusses how the two indicators used in official statistics of China,namely total investment in fixed assets and the gross fixed capital formation,reflect changes infixed asset investment and their relationship,(2)analyzes the growth of fixed asset investment and its contribution to changes of economic growth rate since the reform and opening-up,and(3)explains how fiscal policy impacts the growth of fixed asset investment and analyzes in detail the impacts of the two rounds of contractionary fiscal policy,two rounds of expansionary fiscal policy and one round of neutral fiscal policy on China's fixed asset investment growth since reform and opening-up using full and accurate data.Practice shows that the impact of fiscal policy on China's fixed asset investment is direct and obvious,yet sometimes too drastic.In the future,fiscal policy should be used in alignment with other economic policies with appropriate intensity and timing so that it will help stabilize the growth of fixed asset investment.

  • Has the "Flying Geese" Paradigm Occurred in China?

    In economic literature,the term"flying geese"refers to the movement of capital from developed regions to less developed ones.Using national data from abovescale manufacturing enterprises,this paper investigates whether the experience of"flying geese"has transpired in China for manufacturing industries.We find that,driven by the effects of agglomeration,prior to the mid-2000s,there had been an increasing concentration of industrial activities in the coastal regions.However,as labor and land costs increased,the manufacturing sector-especially the labor-intensive industries-began to relocate from the coastal to the interior regions.

  • How to Determine the Upgrading Opportunities for Industries:Theory,Method and Policy

    Industrial upgrading and transformation is important for China to transform its way of development.To accomplish this task effectively,we need to identify industries with potential comparative advantage.Using the latest data on international trade of products,this paper verifies the premise of heterogeneity of product space of the evolutionary theory of comparative advantage,and analyses the evolution of product space of China and most countries in the world.The paper makes predictions on China's industries with potential comparative advantage in near terms using the product space theory,and carries out thorough discussion on the evolutionary track of industries under different proximity thresholds.The basic conclusion is that even as China's number of industries with comparative advantage is larger than the global average,its industrial upgrading capacity is limited,as it has fewer industries with potential comparative advantage and lower sustainability in the current sectors than the world average.China faces a dilemma in the process of industrial upgrading,as a rapid upgrading would cause a shock to current economic growth,and a slow one would not maintain sustainable growth.With limited industrial upgrading capacity,the best structure adjustment and upgrading strategy is to give full play to the advantage of China's industrial diversification and combination to achieve an inclusive upgrading.

  • Industrial Ecosystem and the Development of Strategic Emerging Industries

    Based on the theories of business ecosystem and national innovation system,this paper proposes a concept of industrial ecosystem.Differ from ecologists and environmentalists who regard industrial ecosystem as the natural ecosystems in which material,energy and information circulates,this paper defines industrial ecosystem as a set of factors that are vital to the development of a certain industry and their interrelationship.The industrial ecosystem consists of three sub-systems that are innovation ecosystem,production ecosystem,and application ecosystem,and subsidiary factors that include factor supply,infrastructure,socio-cultural environment,international environment and policy system.The industrial ecosystem is characterized by interdependencies,complex interactions,self-recovery and co-evolution.The development of an industry is the result of the reaction of the whole industrial ecosystem;therefore,the competition in strategic emerging industries among countries is in essence the competition in industrial ecosystems.Those countries which are able to take the lead in setting up complete industrial ecosystem will occupy advantage in developing strategic emerging industries.Cultivating and developing strategic emerging industries requires promoting the development and coordination of the whole ecosystem.

  • Export Competition Between China and Other Asian Economies:Vying for Quantity,Quality or Variety?

    China and some other Asian economies are the main providers of manufactured goods to the world.Similar geographical distribution,endowment structure and level of economic development mean that there is fierce competition among Asian economies in the international market.In an effort to understand thoroughly the model of export competition of Asian economies,this paper breaks the trade flow data into the quantity,variety and quality.The main conclusions are as follows:First,the export competition of the Asian economies takes place at the several levels of quantity,quality and variety,and the competitive advantage of different countries and regions lies in different aspect;second,the variety and quality of exports are closely related to the economic development level;third,there are strong trade ties among the Asian economies competing in the world commodity market;fourth,bigger countries export more products in terms of quantity;fifth,the change from quantity competition to quality and variety competition is the only way for China to achieve sustainable export growth.
